CAT follows the story of Gurnam, who worked as an undercover agent (a 'CAT') for the police during the Insurgency of the 1990s in Punjab. Gurnam saves his brother, Sunny, from a drug peddling case with the assistance of a cop named Sehtab Singh. Gurnam is then rehired by Sehtab to work as a spy to gather information about drug-peddling activities in the city.

Gurnam is an informer for the police.
