The political war between India and the separatist movement in the Kashmir area serves as the backdrop for the love story Roja. The movie tells the narrative of Roja (Madhoo), a young woman from a traditional Tamil Nadu family who falls in love with Rishi Kumar (Arvind Swamy), an Indian government cryptologist. Their families first oppose their marriage, but it eventually happens, and they relocate to Delhi.Soon later, Rishi is sent on a secret mission to Kashmir. Roja, who is left alone, worries about her husband's safety yet writes to him frequently. However, a group of separatist militants kidnaps Rishi one day and demands the release of their leader in exchange for Rishi's safety. Then Roja embarks on a dangerous mission to locate her husband and bring him home securely. Roja encounters journalist Liaqat (Pankaj Kapur), who aids her in her search, as she travels through the perilous terrain of Kashmir. Roja encounters the harsh realities of life in a war-torn area along the route, and she witnesses directly the bloodshed and suffering brought on by the fighting. Additionally, she has trouble persuading the authorities to intervene and save her husband.

She praised Arvind Swami's performance, calling it "dignified and natural," but she criticised Madhubala's work in the scenes where Roja begs for help, saying, "Her tremulous whisper praying for help, sounds contrived." She also thought Pankaj Kapoor was "lost in his role," but she praised Santosh Sivan's cinematography and Suresh Urs' editing.
