During the production and filming of LOC Kargil, the Indian military gave aid in the form of both technical and material assistance, just like they did for J. P. Dutta's earlier war movie Border.

The part that ultimately went to Sanjay Dutt was initially offered to Shah Rukh Khan, but negotiations fell through. Aamir Khan was the first actor that anyone considered casting in the part of Karan Nath. Both Rahul Khanna and Arbaaz Khan were originally cast in the movie, but they ultimately decided not to participate.

Jackie Shroff was supposed to star in the movie, but she ultimately decided not to. Salman Khan was the actor who was supposed to take over for Abhishek Bachchan in the role. Initially, Mukesh Khanna was going to star in the movie, but Raj Babbar ended up getting the part. After initially agreeing to star in the movie, Danny Denzongpa ultimately decided not to do so; Sudesh Berry was cast in his place.
