The political thriller Shanghai is a 2012 Hindi film that was produced and directed by Dibakar Banerjee. Along with Naveen Kasturia, Supriya Pathak, Tillotama Shome, and Anant Jog in supporting parts, it has Emraan Hashmi, Farooq Shaikh, Abhay Deol, Kalki Koechlin, and Prosenjit Chatterjee in the key roles.
The movie takes place in the made-up city of Bharat Nagar, which is touted as an example of an infrastructure-advancing society. The state government intends to transform the city into a Shanghai by developing an International Business Park (IBP).
Bhaggu takes part in the attack on a proprietor of a nearby bookshop who had copies of Dr. Ahmadi's most recent book in stock. This book criticises the neighbourhood political organisation Morcha for ignoring the needs of the underprivileged in its desire for infrastructure. The socialist professor Ahmadi will give a speech in Bharat Nagar. Former Ahmadi student Shalini is a part of a small team working to spread the word about the flaws in the local party's agenda. With the store's proprietor Vinod, Joginder works in a video store of dubious reputation. The Chief Minister's favourite IAS officer, T. A. Krishnan, is promised a raise and a vacation to Stockholm by Principal Secretary Kaul.
Ahmadi gives a stinging statement against the system when he arrives from New York City. His friends are attacked by a mob that has amassed. Jaggu, the driver of the Tempo that struck Ahmadi, is taken into custody. Ahmadi ends up in a hospital unconscious. Shalini is certain that this was a carefully thought-out attack. Vinod tells Jogi that he has tape evidence that might be used against the IBP and wants to sell it to Shalini. Despite appearing uninterested, Dr Ahmadi's wife Aruna volunteers to head a media campaign seeking the truth. The campaign compels the CM's office to form an investigation commission with Krishnan as its chair. When SSP Chavan is called in because Krishnan believes the police are concealing evidence, he refuses to cooperate.
When Vinod says he won't release the video for free, Shalini meets with him but leaves. Vinod is later discovered dead in what appears to be an accident. Damle, the leader of Deshnayak's men, the local party leader, tells Jogi that he is aware of the recording as Jogi is filming a Morcha rally. Damle then discreetly threatens Jogi. Jogi is going to pack up and leave town when Shalini and he learn who the thugs are. Krishnan is given the CD containing the evidence that IBP thugs are responsible for the accident by Shalini and her friends. After seeing it, Krishnan calls the leader Deshnayak, who declines it in front of a large crowd, setting off a rioting mob.
When Shalini sees Jogi, Morcha goons break into the studio. Jogi and Shalini successfully make their getaway and wait out the night on the roof. Bhaggu is discovered dead in the midst of the riots, allegedly murdered by Damle's men after Damle ignored Bhaggu's numerous calls and threats to reveal the attack on Dr. Ahmadi because Damle had not paid the cost for Bhaggu's English classes.
Gauri, Shalini's maid, calls in a panic, claiming that her family is in danger. Gauri's home is where Shalini and Jogi sneak over, when it is discovered that Jaggu is Gauri's spouse. Jogi goes back to the studio to get the incriminating video after remembering that Vinod had a backup copy. Regarding the investigation, Krishnan talks with the Chief Minister. The Chief Minister gives Krishnan a high promotion and the go-ahead for his trip to Stockholm, feeling upbeat since she could one day take over as Prime Minister. She also requests that Krishnan halt the investigation and turn over his findings to the State Police's CID, which will now continue to look into the matter.
Jogi manages a tight escape from the men pursuing him after discovering the CPU amidst the studio's ruins. They all show Krishnan the tape, which proves that Deshnayak and the Chief Minister worked together to plot Ahmadi's murder. After Krishnan tells Kaul the truth, Kaul threatens to destroy Krishnan's career. Krishnan persists in using blackmail on Kaul till the latter decides to depart to speak with the secretary of the home minister. Ahmadi's family decides to remove his life support while he is in the hospital.
The principal characters' outcomes are revealed in an epilogue: Krishnan declined the possibility to travel to Stockholm in order to make sure that his intention to launch a national investigation is carried out. Jogi managed to flee Bharat Nagar, but only after becoming a wanted pornographer. His location is unknown. A book on the conspiracy was written by Shalini, however, it is outlawed in India. In the climactic scene, Jaggu is driving a bulldozer to tear down ageing residences for IBP. Aruna's image is on a poster that reads, "Chief Minister for all, IBP for all."
