The protagonist of the tale is a wealthy family man named Dawood Ibrahim (Jayasurya), who decides to serve his community by becoming an upright police officer. As the inspector of the neighborhood police station, he is moved to the impoverished town of Kollanahalli near the border between Kerala and Karnataka. 

Dawood discovers the village to be far away and free of serious crimes. Soon after, he encounters local robbers Vasu (Joju George), Karthavu (Gokulan), and Kaimal (Sudhy Kopa), as well as Appendix Pappy (who swallows any gold or jewelry he snatches). Dawood instructs the group to take money from the neighborhood bank and meet him at a secret location as part of a scheme to obtain a transfer to another police station. 

Meanwhile, Mr. X (Saiju Kurup) leads an armed heist at a bank in Mangalore where they manage to steal cash, gold, and other priceless items, including a priceless ruby that belongs to the underworld don Akbar Ali (Yog Japee). How Dawood responds to each of these events is examined in the film.
